Regulatory treatment of research and development funding

As the utility industries' needs for sound research and development have grown, so has the role of the regulator in determining the direction and level of funding for such research. But are the unique structure and quasi-judicial procedures of state and federal economic regulatory agencies conducive to sound decision making on questions of potential benefits and funding for long-term research programs. Commissioner Stalon explores the constraints on regulatory agency efforts to guide the funding of important research efforts.
