Electricity agenda items for the new FERC

The Federal Energy Regulatory Commission has a unique opportunity to lead the electric power industry in constructive directions, but only if it begins to articulate a vision for the industry, develops a sound decision-making process to guide the industry there, and initiates substantive cooperation with state regulators. As this article is being written, the FERC is expected to have four new commissioners and a new chairwoman. These men and women take office at a time when the electric power industry is undergoing very significant changes. The most important electricity policy challenge facing the Commission is to develop a comprehensive regulatory framework that supports the evolution of competitive power markets in ways that maintain reliability, increase efficient use of resources, and yield real economic benefits to consumers. Furthermore, in light of the important role of the individual states in the electricity sector, the Commission must develop policies that complement state initiatives and play a more aggressive leadership role in all aspects of electricity supply and pricing policy.
