10CFR50.59 is valuable to licensees because it grants them the discretion of deciding when modification to the licensed facility or procedures maybe made with US Nuclear Regulatory Commission (NCR) approval. It is valuable to the NRC because it preserves the bases on which the NRC issued a license to operate the facility. Yet, implementation of the regulation has generated much confusion among licensees and the NRC and, furthermore, has been confused with review of the safety of modifications. To overcome previous careless reading of the regulation and failure to consider its purpose, research of its history and a careful analysis of its contents have been performed.
