Urban technology system, a positive strategy for technology transfer

By removing some of the barriers to the utilization of technology by local government, the Urban Technology System (UTS) has helped to improve local service delivery and reduce costs. Sponsored in part by the National Science Foundation (NSF) under its Research Applied to National Needs (RANN) program, the system is an on-going, vital effort which groups together 27 local governments, industry, universities, and Federal agencies with the common purpose of bringing the benefits of technology to municipal operations. There are significant implications for all cities. While billions of dollars of Federal and private money are spent on research, local governments seldom are organized in a way that permits a systematic approach to implementing the research results. The National Science Foundation has sponsored UTS in an effort to meet several important objectives: To increase the use of technology by local governments; to group local government needs in a way that encourages Research and Development (R and D) investment in solving local government problems; to speed up the spread of new ideas and technical innovations between local governments; to assist the Federal Government in setting its R and D priorities; to study the ways in which the non-Federal public sector promotes and uses innovation; and to disseminate the results of Federal Research and Development.
