Section T20-1406(b) of the current Regulations Establishing Energy Conservation Standards for New Residential Buildings requires that Swimming Pool heating systems for buildings for which a building permit is issued on or after December 15, 1978, shall be selected on the basis of the lowest life-cycle cost of equivalent natural-gas and solar-energy systems. The procedure for determining life-cycle costs is shown in the Residential Energy Conservation Manual. A copy of the current Pool Heating Section of the Manual, together with relevant tables is contained in Appendix A. As a result of a petition filed with the Energy Commission on behalf of the California Swimming Pool Industry codes and Legislative Council (SPEC), the effective date of the pool heating regulation was changed by the Commission to December 15, 1978 and staff was directed to identify feasible alternatives for handling swimming pool heating in its residential building regulations. Three alternatives have been developed and advantages and disadvantages of each are discussed.
