Multinational corporations--American, European, and others-- are now making increasing use of the voluntary code of conduct adopted in June 1976 by the OECD. The OECD has just completed the first formal review of experience under its 1976 Declaration on International Investment and Multinational Enterprises and associated instruments, i.e., Guidelines for Multinational Enterprises, and Decisions of the OECD Council on National Treatment, International Investment Incentives and Disincentives, and Intergovernmental Consultation Procedures on the Guidelines for Multinational Enterprises. Further, the OECD has mapped out a follow-up program for the next five years. The voluntary Guidelines for Multinational Enterprises establish norms for company activity relating to policy issues such as disclosure of information, competition, financing of operations, taxation, employment and industrial relations, and science and technology.
