The Omnibus Low-Level Radioactive Waste Interstate Compact Consent Act enables designated states to form regional compacts for the improved safety and economics of handling low-level wastes. The bill outlines provisions for low-level waste disposal facilities in each region, with congressional review after a 10-year period. Title II establishes the membership, rights and obligations, and management of the compacts for the Northwest, Central, Southeast, Central Midwest, Rocky Mountain, and Northeast Interstate Compacts. Each compact will establish a commission made up of representatives of the member states to oversee the construction and operation of regional facilities and to deal with noncompliance.
