Pipeline transport of highly volatile liquids: a cost-benefit analysis of proposed safety regulation of valve spacing and operation

Estimates of the costs and benefits of a proposed regulation governing valve spacing and operation on existing liquid pipelines carrying highly volatile liquids notes that the regulation applies only to inhabited areas on the presumption that a pipeline accident in an inhabited area will cause the greatest damage. Impetus for the study proposal came from findings that accidents involving highly volatile liquids cause more damage to life and property than those involving non-volatile liquids. Interstate pipeline companies and public sources supplied data for 61 pipeline systems and 218 accidents during the 1970-1977 period. The major conclusion is that the proposed regulation is ineffective and wasteful when the relation of total benefits to total costs for society as a whole are considered. 3 figures, 26 tables.
