A review of the Putnam, Hayes, Bartlett, Inc. (PHB) report on mandatory contract carriage finds several major flaws, including inaccurate and misleading statements based on faulty data and interpretation. The review fault PHB for its conclusion that interstate pipelines lack the incentive to keep prices competitive. It also quarrels with the study's use of only the 12 largest pipelines and its assumption that price does not produce a load loss for pipelines. The PHB data is overstated and fails to support the study's conclusions. 3 figures, 2 tables.
