Mandatory contract carriage: the changing role of pipelines in competitive natural gas markets

More than one observer has noted and deplored the ability of interstate pipelines to frustrate a greater measure of competition in the natural gas industry. This article makes the case for an enforceable legal requirement of carriage of gas by pipelines for other buyers and sellers. Certain to be controversial, it offers a complete statement of the argument in support of that proposal.
