As a result of extensive study, examination, and review of the innumerable facets of oil and gas pipeline transportation and regulation, the Alaska Legislature in 1972 enacted legislation which brought into being the Alaska Pipeline Commission. This commission was given broad comprehensive powers to regulate (to the extent not preempted by Federal authority) pipelines and pipeline carriers in the state, including the rates, classifications, tariffs, services, practices, and facilities of pipeline carriers. It was also given the responsibility to represent the interests of the state in any proceeding relating to pipelines and pipeline facilities before any officer, department, board, commission, or court of this or of another state of the United States. A summary of significant activities from 1974 to the present is given and the 1976 forecast is presented. (MCW)
