Among the major 1985 developments in the area of oil pipeline regulations were the Federal Energy Regulatory Commission's (FERC) second attempt to establish a rate-setting methodology and its approval of settlement proposals submitted in the Trans Alaska Pipeline System (TAPS). The US Supreme Court affirmed a Ninth Circuit decision prohibiting states from charging pipelines volumetric rent on oil shipped over state lands. Congress extended the ban on exports of North Slope Crude oil, although the President allowed some exports of oil from Cook Inlet. The report describes the first and second phases of the Williams Pipe Line Co. case and the TAPS settlement in some detail. A summary of other proceedings describes eight FERC cases and two Federal Trade Commission cases. The report concludes with a brief summary of court decisions and legislative and executive developments.
