Substantive elements of EPA's urban initiatives

The Environmental Protection Agency (EPA) is orienting its major programs toward problems of rehabilitating urban areas because the important problems affect public health and most of the population lives in or near cities. EPA initiatives, based on Carter Administration policy, are categorized under air, water, and resource recovery programs. Initiatives under the Clean Air Act and the 1977 Amendments covering new source construction and review in nonattainment areas include offset provisions for banking emission reductions, grant and technical assistance to local organizations of cities not meeting health-related standards, and modified programs for waste treatment that discourage urban sprawl. Water initiatives under the Federal Water Pollution Control Act include grant assistance for cleanup and revised construction guidelines to reduce sprawl. Resource-recovery initiatives are aimed at reducing the institutional barriers to new urban waste disposal and resource-conservation techniques. Steps taken to encourage the participation of minorities, urban and environmental groups, and the general public are described.
