Energy policy and deregulation: two hot topics, or does smoke necessarily mean there's fire

Pervasive energy regulation is seen as explaining, but not necessarily causing, the energy problems of shortages in interstate natural gas, shortages of domestic crude oil, and the slow response of investors to rapidly rising energy prices. The author examines current regulation and concludes that, while deregulation of oil and gas is necessary for economic efficiency and probably necessary for reasons of equity, it will not take place unless there are basic policy changes in the world oil market and U.S. prices. He projects a healthy, politically oriented Department of Energy, which will probably increase regulation of energy industries without significantly affecting the U.S. energy problems.
