Chandler's controversial book challenges the commonly held perception that the TVA experiment created unprecedented economic prosperity in the Tennessee Valley. His analysis reveals that, in fact, this ''government by authority'' may have impeded economic growth, and he recommends specific changes in the TVA charter to make the agency more accountable to the people it serves.
