TVA chief aims at providing energy solution

The Tennessee Valley Authority (TVA) has, according to the author, an enigmatic chairman in S. David Freeman, who has plans for restoring the economic and social roots of the TVA and for using it as a national demonstration of his ideas for conserving energy and land while maintaining economic growth. Many of the valley people, used to cheap and abundant power, have been alienated by his style and unmoved by his goals. His first two years have been devoted to bringing his message to the valley people and to promoting his ideas as a continuation of TVA's innovative legacy. He combines sincerity and ambition, the author says, but his political inconsistencies have disturbed environmentalists and power distributors alike. Freeman responds to this criticism by pointing to the need for compromise in resolving such issues as the air pollution agreement as well as the need to increase TVA's bonding authority, improve its system reliability and rate stability, and develop pollution-control and extensive solar programs.
