Dilemma in mixing competition with regulation

Telephone utilities have been subject to an increasing degree of competition in recent years, which could lead to better quality and more product variety for telephone utility customers in some areas as well as to a variety of problems inherent with mixing regulation and competition. The author first discusses utility regulation theory and its application to telephone companies, then describes the advantages of allowing competition in portions of the industry and the complications this could entail. He suggests resolving the dilemma by prohibiting utility underpricing for competitive services and placing the burden of proof on the utility.
