Regulating a competitive monopolist

The authors describe some of the complications that opening the traditionally monopolistic telecommunications services to new competitors has created for the regulators as well as the regulated telephone companies. Based on their previous experience on a state regulatory commission which was in the forefront of the movement, they caution that the regulatory agency must balance the legitimate needs of the utility with those of the public by requiring an accurate allocation of the company's cost between its monopoly services and its competitive operations.
