Review of the Soviet oil industry in 1989

Soviet oil production (including gas condensate) declined by 2.8 percent in 1989, falling from 624.3 million tons in 1988 to 606.7 million tons. Production for the year was officially reported as 13 million tons below the 1989 target, implying that during the year the goal was lowered to 620 million tons from the original target set in the fall of 1988 of 631.6 million tons. Statistics are given for oil production on a regional basis for the following years: 1975, 1980, 1983, 1985-1989. No official production targets for any individual fuels or other products of heavy industry were disclosed in the guidelines for the annual plan for 1990, adopted in the fall of 1989. The plan calls for a massive shift in emphasis away from heavy industry and towards satisfying consumer needs. Official policy now contemplates a substantial reduction in investment outlays directed into the energy sector, which would surely affect the oil industry, as it has required an ever-increasing investment allocation since to 1970s.
