Government assistance finalized for Biprovincial Upgrader

It was announced in September that Government of Canada support for the current phase of the Husky's Biprovincial Upgrader Project will be delivered through tax relief to Husky Oil Operations Ltd. On April 8, 1986, the governments of Canada, Alberta and Saskatchewan agreed to share in the estimated $90 million cost of completing preconstruction engineering work related to the proposed $3.2 billion 55,000 barrel/day upgrader project at Lloydminster, Saskatchewan. The project would upgrade heavy crude oil, which is currently exported from Canada, into a higher quality crude oil that can be processed by Canadian refineries. In addition to the federal support, the governments of Alberta and Saskatchewan agreed to provide $13.5 million each toward the pre-construction engineering costs.
