Where review of contract award which was labelled publicly as a political payoff showed the contract to be improper and the recipient unqualified, the IG found the DOE Regional Representative was justified in refusing to approve the contract. The review also discovered failure of DOE and state officials to hold public hearing when alternate community agencies were proposed for weatherization funding. Corrective action was proposed to set proper qualify grant procedures and to seek reimbursement from the state for improper expenditures. (PSB)
