GAO reviewed certain aspects of the Department of Energy's (DOE's) Chicago operations office contracts with the Decision Planning Corporation (DPC). Specifically, the method used by DPC to compute overhead charged to the Government was audited. Also reviewed were: the history of these contracts including an analysis of award methods; the effectiveness of DOE's contract monitoring particularly with respect to the payment of contractor vouchers; and the propriety of contracting for this work rather than having it done by full-time DOE personnel. Findings and recommendations are given. (PSB)
