Large oil and natural gas discoveries promise to revive the country's struggling economy and rival the reserves of the Organization of Petroleum Exporting Countries (OPEC). A former oil importer, Mexico estimates its foreign exchange return will be in the billions of dollars. Construction of a natural gas pipeline linking with the US pipeline systems could supply 4% of US needs by 1982. Petroleos Mexicanos (PEMEX) began a six-year devlopment program in 1977 that could make Mexico a major US suppler with the advantages of proximity and independence from OPEC. Opponents to the government's plan for exporting oil and gas feel the discovery should first meet Mexico's energy needs and they fear exploitation by the energy-hungry US.
