The existence of an {ital I}=0, {ital J}{sup {ital P}}=1{sup {minus}} quasibound state in the {eta}{ital NN}-{pi}{ital NN} coupled system is theoretically predicted with a mass of about 2430 MeV and a width 10--20 MeV. The three-body equation for the {eta}{ital NN}-{pi}{ital NN} coupled system. The primary two-body interactions generating the bound state are (1) the {ital NN} interaction in the {sup 3}{ital S}{sub 1}-{sup 3}{ital D}{sub 1} state and (2) the {pi}{ital N} and {eta}{ital N} coupled interaction in the {ital S}{sub 11} state. A remarkable enhancement of the elastic cross section of {eta}-{ital d} scattering near the {eta}{ital d} threshold is found, whose origin is in the pole structure of the {ital I}=0, {ital J}{sup {ital P}}=1{sup {minus}} {eta}{ital d} scattering amplitude on the complex energy plane.
