The bill would establish a hydrogen-fueled aircraft research and development program. The administrator of NASA is directed to prepare and implement a comprehensive five-year plan for the realization of a domestic hydrogen-fueled aircraft capability. The bill also establishes multinational participation in the program as a goal and provides a basis for public, industry, and certifying agency acceptance of hydrogen-fueled aircraft as a mode of commercial air transport.
