Twelve economists examine energy problems related to national security, the environment, safety, and the general role of government as both proprietor and regulator of energy resources. H. Monroe Browne, President of the Institute for Contemporary Studies, believes the compilation of papers presents a compelling agenda for the national energy policy. The ten papers include Comprehensive Energy Policy: King Stork; Energy Independence: Insuring against Disruptions of Supply; Nuclear Power and Nuclear Proliferation; Environmental Problems with Fossil Fuels; Nuclear Power: Safety and Environmental Issues; Prices and Shortages: Policy Options for the Natural Gas Industry; Making the Problem Worse through Regulation; Federal Energy Proprietorship: Leasing and Its Critics; Oil and Gas Supply in the National Energy Plan: Energy Policy in a Cloudy Crystal Ball; and Energy Politics: The Irrelevant Debate. Henry S. Rowen presented a concluding chapter. (MCW)
