Cost-effective, energy-conscious design

In 1973, before the energy crisis, buildings consumed upwards of 150,000 Btus per square foot per year. A few years after that, the GSA standards for federal buildings had a target of around 70,000, and the Federal Building Energy Performance Standards, which were voted down last year, would have set a legal limit of around 40,000 Btu per square foot. These figures do not include any energy used in process work. In the second decade of the energy crisis, businesses find that most of the easy answers to the problems of energy savings have long since been applied. Conservation options having higher initial costs or longer paybacks must be investigated in order to continue to reduce facility operating costs.
