Legislative actions affecting the construction of coal slurry pipelines by Energy Transportation Systems Inc. (ETSI) and Texas Eastern Transmission Corp. are still in conflict, and the lines are opposed by several states and railroads. However, pipeline construction by ETSI might start after environmental impact statements are completed. In the East, Fluor Corp. and a joint Florida Gas-Bechtel Corp. (the latter an ETSI affiliate) team are studying the feasibility of pipeline projects.
