Scope study for expanding the Great Lakes regional air toxics emission inventory to include estimated emissions from mobile sources

The eight Great Lakes states and Ontario, Canada, working together through the Great Lakes Commission, are currently in the process of developing a regional emission inventory for airborne toxic pollutants. This inventory system has currently been developed to estimate emissions from point and area sources only. Available information shows that mobile sources contribute approximately 37% of total volatile organic compound emissions and are also a significant contributor to particulate matter emissions. Therefore, the compilation of data on toxic emissions from mobile sources as well as from point and area sources in the Great Lakes states is a key component of any strategy to reduce toxic loading to the lakes. We conducted a scope study to determine a consistent and feasible approach for estimating mobile source emissions in the Great Lakes region. The objectives of this study are to clarify the significance of toxic air emissions from mobile sources and to develop emission estimation methodologies for them. Important results from the study are: (1) identify the important toxic air pollutants associated with mobile source emissions; (2) specify the spatial and temporal resolution needed for the inventory, and (3) present a framework for the computer software that will be used to develop the inventory.
