Minnesota portion of the Great Lakes Regional Air Toxics Emission Inventory: Preparation and results

The eight Great Lakes states and Ontario, Canada, working together through the Great Lakes Commission, are currently in the process of developing a regional emission inventory for 49 specific toxic compounds from point and area sources. Unlike other states, such as Wisconsin, Minnesota does not have air toxic emission inventory reporting requirements for industrial point sources. To estimate emissions of air toxic pollutants from Minnesota point sources, computer software was developed to convert the existing Minnesota criteria pollutant emission inventory (MCEI) data into the Regional Air Pollutant Inventory Development System (RAPIDS) computing environment. The conversion used Aerometric Information Retrieval System (AIRS) transaction records as an intermediate format. The toxics emissions were estimated by using RAPIDS based on the information from the MCEI. The area source emission data were collected from surveys, literature, and the submittals for the National Emission Standards for Hazardous Air Pollutants. Emissions of 11 area source categories were estimated. The resulting approaches and methodologies have been documented in the emission estimation protocol documents for Minnesota area sources. To provide a reasonable and comprehensive air toxic emission inventory, the authors have developed a quality assurance/quality control plan throughout the entire process of the inventory development. To provide relative ranking of pollutants with regard to potential impact, the Minnesota indexing system was used to calculate weighted emissions. This paper describes the preparation of the Minnesota portion of the Great Lakes regional air toxics emission inventory for point and area sources, illustrates the relative contribution of pollutants to both total mass and weighted emissions from each source category, and analyzes inventory uncertainties.
