Minnesota does not have air toxic emission inventory reporting requirements for industrial point sources. Although the Toxic Release Inventory (TRI) provides toxic emission information for point sources, only about 50% of point source emissions are included. Metal Mining and Electric Services/Coal Burning are two major source categories that are not included in the TRI report and contribute significantly to air toxics emissions. According to the data in the 1996 Minnesota criteria pollutant emission inventory for point sources, about 50% of particulate matter (PM) emissions are attributed from these two source categories. In previous year, emissions of air toxic pollutants from point sources were estimated based on information in the existing Minnesota criteria pollutant emission inventory, EPA's generic emission factors, and EPA's generic speciation profiles. The results tended to overestimate air toxics emissions in many cases, as evidenced by the number of comments that the Minnesota Pollution Control Agency (MPCA) has received from industry. To obtain a reliable emission inventory for calendar year 1996, MPCA staff has worked with representatives from industry, focusing on gathering source-specific emission information. Facility air emission permit applications were reviewed. Stack testing and chemical analysis data were collected. The MPCA and industry reached an understanding of the approaches and agreed that the results represented the best current information. This paper describes the detailed approaches used for preparing the air toxics emission inventory without a reporting rule. It also presents the emission results, and compares the results with emission estimates generated using generic emission information.
