Financial squeeze on utilities: who really pays

When a utility is unable to complete construction of a major generating facility and adequately recoup its investment in a timely manner, the impact is more substantial than the immediate financial effects felt by the company and its owners. Benefits awarded to current ratepayers at the expense of present shareholders and future ratepayers have in effect mortgaged the future of the electric utility industry and jeopardized the availability of economic power supply options. The authors urge a reexamination of some basic assumptions about the role of the utility industry in the US and suggest the correction of some important institutional failures which have given rise to the complex financial problems confronting many of America's electric utilities.
