The purpose of the analysis presented here is (1) to describe the current and expected future economic and financial conditions of the utility industry, and (2) to investigate the national and regional impacts on ratepayers and shareholders of alternative financial remedies to improve these conditions. In addition, the sensitivity of the industry's situation to both improved economic conditions and a alternative world oil prices is evaluated.
