This report identifies the major factors that will enhance the overall durability of the IAEA safeguards system or that could lead to its erosion; and addresses some of the worst-case scenarios that conceivably could evolve in the (International Atomic Energy Agency) (IAEA) and possibly compel countries to consider alternate verification mechanisms. Durability is largely an expression of political will on the part of nations to accord importance to, and to rely on, IAEA safeguards. It is related to the confidence that countries have in the IAEA to remain reasonably objective and credible and is a function of the extent to which countries are prepared to give the needed material financial and political support. Three considerations, examined in the report, that can affect the durability of the IAEA system are: factors related to the internal workings of the safeguards system; factors that are external to the detailed operations of the IAEA itself; and factors relevant to whether any alternatives are practically available.
