The report recounts the proceedings of the Seminar held on February 11, 1982 by the Congressional Research Service on the Department of Energy's Industrial Conservation Program. The purpose of the seminar was to examine the impacts of the budget reductions and the Administration's proposal to terminate this program area. The Seminar included three panels of distinguished speakers representing major corporate interests, energy consultants, public interest groups, and the federal government. A panel on Industrial Process Efficiency examined issues related to the effects of federal incentives and energy prices on the use of more-efficient equipment for industrial processes. A second panel on Energy Conversion Equipment examined issues related to the effects of federal incentives and energy prices on the manufacture of more efficient energy-conversion equipment. The final panel on Policies and Programs examined issues related to the appropriateness of Federal programs and incentives for the development of the energy-conservation industry in light of increasing efforts by Japanese and European programs to penetrate US and International markets for energy-efficiency equipment. 7 references, 18 figures, 13 tables.
