The report summarizes hearings held on February 26, March 4, 5, 13 and 17, 1981. The purpose of the hearings was to examine the impacts of reductions in the DOE energy-conservation budget proposed by the Reagan Administration in its FY 1982 authorization request. Issues covered included the extent to which the private sector would pick up the research efforts terminated by the federal government; the possible effects of program terminations on the competitiveness of US energy-conversion equipment in world markets; the cost-effectiveness of existing federal energy conservation programs; and the ability of state and local governments to assume responsibility for energy-conservation outreach and information-dissemination programs.
