Measurements of the {sup 2}H({ital {rvec d}},{gamma}){sup 4}He cross section {sigma}({theta}), the vector analyzing power {ital A}{sub {ital y}}({theta}), and the tensor analyzing power {ital A}{sub {ital y}{ital y}}({theta}) have been obtained at {ital E}{sub {ital d}}(lab)=14.7 and 1.2 MeV and {ital E}{sub {ital d}}(lab){le}0.8 MeV; the spherical tensor analyzing power {ital T}{sub 20}({theta}) was also measured at {ital E}{sub {ital d}}(lab)=14.7 MeV. {ital A}{sub {ital y}}(130{degree}) and {ital A}{sub {ital y}{ital y}}(130{degree}) were measured at eight bombarding energies between {ital E}{sub {ital d}}(lab)=0.8 and 14.7 MeV and {ital T}{sub 20}(130{degree}) at ten energies between {ital E}{sub {ital d}}(lab)=5.4 and 14.7 MeV. A transition-matrix element analysis is performed by fitting to the available angular distribution data at {ital E}{sub {ital d}}(lab){le}0.8 MeV and at {ital E}{sub {ital d}}(lab)=1.2 and 14.7 MeV. The data are compared to the results of a multichannel resonating group model (MCRGM) calculation. The MCRGM model includes the tensor force in calculating both the continuum and bound states and provides a fairly good description of the data, especially above {ital E}{sub {ital d}}=5 MeV. This calculation predicts a {ital D}-state probability in {sup 4}He arising from the relative motion between the two deuterons of {ital P}{sub {ital D}}=2.2%.
