Back to square one: why refiners won't rush to heavy crude

Mexico, now established as the world leader in heavy-crude marketing, has again improved the incentive for refiner customers to invest in capacities to process its heavy Maya crude. It did this by raising its official price for the lighter Isthmus grade, but maintaining its price for heavier Maya. By this move, Mexico has further distanced itself from the other world-class heavy-crude oil marketer, Venezuela, as to heavy-crude marketing strategy - and thereby possibly adding to the factors that are already delaying heavy-crude's inevitably crucial role in the world petroleum market. This issue also presents graphical data on the following: (1) asphalt export prices to US from Canada, N. Antilles, and Venezuela for 1984 and 1985; (2) US posted asphalt prices by area, Dec. 4, 1985; (3) US asphalt imports by country of origin for September 1984 and Sept. 1985; (4) refining netback data for US Gulf and West Coasts, Rotterdam, and Singapore as of Nov. 29, 1985; (5) fuel price/tax series for various dates for countries fuel prices for countries of the Eastern Hemisphere as of Nov. 19.
