The standard model with one extra Higgs doublet may give rise to an enhanced {ital tree-level} flavor-changing-scalar coupling of a neutral Higgs boson to a pair of top-charm quarks. This coupling may drive a large {ital tree-level} effective W{sup +}W{sup {minus}}(ZZ)-Higgs boson-t{bar c} interaction. As a result we find that the reactions e{sup +}e{sup {minus}}{r_arrow}t{bar c}{nu}{sub e}{bar {nu}}{sub e}, t{bar c}e{sup +}e{sup {minus}}, t{bar c}Z and the two rare top decays t{r_arrow}cW{sup +}W{sup {minus}}, t{r_arrow}cZZ become very sensitive probes of such an effective interaction. The most promising ones, e{sup +}e{sup {minus}}{r_arrow}t{bar c}{nu}{sub e}{bar {nu}}{sub e}, t{bar c}e{sup +}e{sup {minus}}, may yield several hundreds and up to thousands of such events at the Next Linear Collider with a center of mass energy of {radical} (s) =0.5{endash}2 TeV if the mass of the lightest neutral Higgs boson is a few hundred GeV. The rare decays t{r_arrow}cW{sup +}W{sup {minus}} and t{r_arrow}cZZ may be accessible at the CERN LHC if the mass of the lightest neutral Higgs boson lies in the narrow window 150 GeV{approx_lt}m{sub h}{approx_lt}200 GeV. {copyright} {ital 1998} {ital The American Physical Society}
