Recycling of municipal solid waste: Issues for Illinois communities

The report examines the role of domestic recycling in local solid waste management planning in Illinois. It surveys the current landfill crisis, where existing landfills are reaching capacity and political opposition to new landfills is forcing local officials to consider various strategies to extend the capacity of existing facilities. Illinois communities have many opportunities to develop effective local domestic recycling programs. A substantial percentage of the municipal waste stream consists of materials which can be diverted and resold in secondary materials markets. Domestic recycling programs are involved in the separation and processing of materials which can be resold in secondary markets to offset the subsidies required to establish and operate the recycling programs.
