Neutron energy spectra from proton-induced reactions on /sup 16/O, /sup 18/O, /sup 9/Be and /sup 28/Si nuclei were measured at the Indiana University Cyclotron Facility. Differential cross sections for eleven transitions were extracted for the /sup 16/O(p,n)/sup 16/F(J/sup ..pi../, E/sub x/) reactions at 99.1 and 135.2 MeV. Several new spin and parity assignments were obtained for states in /sup 16/F by analysis of the neutron angular distributions and by comparison of the excitation energy spectra with a shell-model calculation. Analyzing powers for four transitions were extracted for the /sup 16/O(vector p,n)/sup 16/F(J/sup ..pi../, E/xub x/) reactions at 134.0 MeV and were compared with Distorted-Wave Impulse-Approximation (DWIA) calculations. The shape of the analyzing power angular distribution for the transition to the 4 state at 6.37 MeV is described well. Cross sections and analyzing powers for five 1/sup +/, T = 0 and three 1/sup +/, T = 1 transitions were extracted for the /sup 18/O(p,n)/sup 18/F and /sup 18/O9vector p,n)/sup 18/F reactions at 135.2 and 133.5 MeV, respectively. The distribution of 1/sup +/ strength is 94.5% in the T = 0 component. Approximately 82% of the T = 0 component is contained in the ground-state transition. The total 1/sup +/ strength observed in /sup 18/F is about two-thirds of the minimum value required by the sum rule for a T = 1 nucleus. Cross sections were extracted for the /sup 9/Be(p,n)/sup 9/B (g.s.) reaction at 99.1 MeV. Analyzing powers for the ground-state transition were extracted for the /sup 9/Be(vector p,n)/sup 9/B reaction at 134.0 MeV. Cross sections and analyzing powers were measured for the /sup 28/Si(p,n)/sup 28p/ (6/sup -/, 4.95 MeV) reaction at 135.2 and 133.5 MeV, respectively.
