Measurements of the differential cross section for the [sup 16]O([ital p],[ital n])[sup 16]F and [sup 18]O([ital p],[ital n])[sup 18]F reactions are made at [theta][sub lab]= 0[degree], 1[degree], 2[degree], 3[degree], 4[degree], 6[degree], and 8[degree] with a bombardment energy of 494 MeV. Multipole decomposition methods based on the measured angular distributions are used to extract [Delta][ital L]=0, [Delta][ital L]=1, and [Delta][ital L]=2 contributions to the cross sections. The summed Gamow-Teller strength [ital B](GT) is computed for the excitation energy region 0--30 MeV in [sup 16]F, and 0--12.5 MeV in [sup 18]F. Difficulties with the decomposition methods are discussed.
