Elk Hills update

California's number one oil field, Elk Hills, is approaching the maximum efficient producing rate; the rig count is climbing; and the multi-million-dollar facilities development program is almost complete. One matter that must be decided is the question of whether Naval Petroleum reserve No. 1, which blankets the Elk Hills field, will continue on production or be returned to shut-in status. Under terms of legislation that opened Elk Hills to production in 1976, continued production from the reserve after April 3, 1982, will require the concurrence of both the President and Congress. The President is expected to make his recommendation by October 1981. Congress then must agree or disagree. If the decision is to continue production, the open-up can be extended in increments of 2 years. Also, under terms of the legislation that created the Department of Energy, administration of the reserve passed from Navy's hands to DOE on Sept. 30, 1977. This stewardship also may be changed if the President carries through the dismantlement of the DOE.
