Elk Hills: vast new oil resources opened at Naval Petroleum Reserve

Elk Hills has become the third largest US oil production field since the 1976 passage of the Naval Petroleum Reserves Production Act ordering the Navy to bring its reserves to a maximum efficient production rate and to sell the oil commercially by competitive bid. While the Elk Hills reserve is not impressive at fist sight, the oil is of high quality, having little sulfur and a high gasoline content. A new wave of construction has begun at the World War II site, which was operating at only a minimal level when the 1973 oil embargo led Congress to look for ways to offset the energy-supply problem.
