This bill would require the Secretary of the Interior to prepare a national least-cost energy plan and to prohibit any oil and gas leasing on Federal lands currently withdrawn from, or not available for, oil and gas leasing until such a plan is submitted to the Congress. The National Least-Cost Energy and Conservation Plan shall include the following: an assignment of the priorities among energy resources determined to be cost effective (Priority shall be given first to conservation, second to renewable resources, and last to all other resources); a range of national energy demand forecasts for the short, medium, and long-term; a comprehensive inventory of resource availability and system cost; targets for the cost-effective resource acquisitions that will be needed; a research and development plan for investigating promising but unproven technologies; recommendations for any new Federal legislation that may be needed to meet the plan's goals; and recommendations for any new agency or Federal policies that are needed to encourage such actions.
