The Geothermal Steam Act of 1970 authorizes the Secretary of Interior to issue leases for geothermal development for a primary term of 10 years. Within the Department of the Interior, the Bureau of Land Management (BLM) issues geothermal leases competitively if the lease is located in a Known Geothermal Resource Area (KGRA) and noncompetitively on an over-the-counter basis if located outside of a KGRA. According to BLM's Public Land Statistics 1987, 230 competitive and 682 noncompetitive geothermal leases were in effect as of September 30, 1987, (912 total). All of the leases are located in the western states, primarily in California (293), Nevada (203) and Oregon (277). The maximum lease size is 2,560 acres per lease, and no person or company may hold leases for over 51,200 acres in any one state. The purpose of H.R. 2794, as amended, is to provide for the orderly development of federal geothermal resources and to protect thermal features within limits of the National Park System. The Committee on Interior and Insular Affairs recommends that the bill as amended pass.
