Edward Noble, chairman of the US Synthetic Fuels Corporation (SFC) and David Hansen, president of Memphis Light, Gas, and Water were the principal witnesses at a hearing to assess implementation of the Energy Security Act. Committee members expressed concern that the SFC is stagnating rather than emerging as a contributor to domestic energy development. Mr. Noble outlined SFC procedures for helping private industry meet production goals and its guidelines for assessing proposals. Mr. Hansen described the Memphis project, which has plans ready for bidding on an economically viable facility, but is awaiting SFC action on the proposal.
