Regulatory commissions should encourage or require their utilities formally to evaluate and compare all feasible supply- and demand-side alternatives, taking into consideration the impacts on all classes of rate payers of utility investments in those alternatives; consider the loss of earnings potential associated with utility investments in demand-side resources; and adjust their regulatory systems to ensure that least-cost investment alternatives is the most profitable course of action.
