The Northwest Power Planning Council, an interstate compact set up by the States of Idaho, Montana, Oregon, and Washington, was authorized by Congress to develop a 20-year Northwest Power Plan. The Council adopted its first power plan in April 1983, but decided to develop a new 1986 plan because of regional changes. These changes, as well as highlights of the plan, are outlined in this news release. (DLC)
