Energy conservation tax: impacts and policy implications

The potential of an energy tax-rebate system for reducing US energy use and increasing the demand for jobs is examined. The energy tax is placed on all fuels as they are extracted from the earth, and on the primary fuel equivalent of hydro and nuclear electricity, in order to tax all fuels equally on an energy content basis. The revenues raised by this tax are rebated to the average consumer, thereby offsetting the inflationary effects of an energy price increase.
